Cabinet Greenlights Launch of Mukhyamantri Sugam Parivahan Seva

Bhopal ( Madhya Pradesh In India, on April 1 (as reported by ANI), a cabinet meeting was conducted under the leadership of Chief Minister Mohan Yadav at Mantralaya. Bhopal on Tuesday, and the council of ministers approved the launch of ' Mukhyamantri Sugam Parivahan Seva 'to offer well-structured, accessible, and secure public transportation for passengers on both city and countryside routes within the state.'

The strategy encompasses planned traffic management, thorough route assessments, and scheduling of bus frequencies to ensure orderly operation of passenger buses. Cabinet members agreed that the private sector will deliver secure and controlled public transportation services.

For operating Mukhyamantri Sugam Parivahan Seva , a PPP (Public-Private Partnership) model will be adopted to develop high-quality transport infrastructure. Private bus operators will be regulated through a transparent process using a digital IT platform. The entire bus operation will be monitored through an IT-based system, ensuring compliance with Service Level Agreements (SLA) and Key Performance Indicators (KPI) for passenger convenience and safety.

To start this transportation service, an initial funding of Rs 101.20 crore was approved as seed capital. Moreover, permission was given to establish a state-level holding company. At present, 20 cities have been included in the plan. Madhya Pradesh have SPVs (Special Purpose Vehicles) under the Companies Act for public transportation, of which 16 are operational. These companies will be merged into seven divisional companies. A holding company will be formed under the Companies Act, 2013, to oversee these seven companies. The decision includes closing the existing transport companies in Rewa and Gwalior and forming new regional companies.

The required modifications will be implemented. Madhya Pradesh The Motor Vehicle Rules of 1994 shall be followed, with the administrative department adhering to proper legal protocols. City transport entities will continue to oversee the transportation resources presently at their disposal. In partnership with the holding firm, improvements aimed at enhancing passenger amenities will be made to bus stations, depots, and halts constructed through local government funding.

Moreover, the Council of Ministers agreed to revise multiple allowances for government workers, adding another yearly expense of Rs 1,500 crores to the state government’s budget. The Housing Rent Allowance (HRA) was set according to the guidelines from the 7th Pay Commission: at 10 percent of the base pay for A-class urban centers, 7 percent for B-class areas, and 5 percent each for C- and D-class locations. Various other allowances were also adjusted based on changes in the price index, covering daily expenses, vehicle reimbursements, food subsidies, accommodation provisions, and transportation costs for inter-state trips.

The Cabinet Ministers also declared the Mata Bambarbaini Ancient Temple in Lavkushnagar, Chhatarpur district, as a sacred site It encompasses Khasra Number 2157 (0.012 hectares) and Khasra Number 2158 (30.375 hectares) of mountainous terrain.
